Summary
A six-minute buyer brief: three squishy sourcing exposures ranked by probability and cost, four benchmarks to hold suppliers to, a red-flag list of supplier statements, and a one-page decision summary.

Bottom line up front: If you have six minutes and one squishy RFP to clear, this is the version to read. Three exposures, four benchmarks, one red-flag list. Skip anything you already know.
Read time: ~6 minutes | Decides: supplier shortlist, spec, labelling scope | Risk covered: chemical/non-compliance, air-freight and travel retail, retail shrink
Numbers below are 2026 and sourced. Full references at the end.
The Three Exposures, Ranked by Probability × Cost
| # | Exposure | Likely trigger | Worst-case cost |
|---|---|---|---|
| 1 | Non-compliant chemistry | Sourcing via unverified online listings or informal channels | Seizure + recall + retail delisting |
| 2 | Air-freight / travel retail | Gel-filled SKU over 100ml carried to a checkout or a gate | Confiscation + customer complaints online |
| 3 | Retail shrink | Open-shelf display of pocket-sized stock | Margin erosion + reduced reorders |
Note the order. Buyers usually worry about shrink first because it is visible, and compliance last because it is not. The data says the reverse: compliance is where the catastrophic outcomes live. Shrink eats margin; a seizure eats the account.

Four Benchmarks to Hold Your Supplier To
1. Odour. A compliant soft-fill squishy should not smell strong out of the bag. Copied from every 2026 enforcement notice: strong chemical odour is the most repeated red flag. Test the sample the day it arrives, and again two weeks later.
2. Rebound. For a 160g soft-fill ball, expect roughly an 8-second slow rise. Ask what your supplier's curing schedule is — rebound is a process outcome, not a marketing claim.
3. Labelling completeness. Minimum bar for UK/EU: UKCA or CE mark, manufacturer name and address, importer name and address, batch/serial reference, age restriction, warnings, in the destination language, spelled correctly. If any field is missing, assume the rest of the file is loose too.

4. Construction for channel. No gel core in any SKU that will be air-freighted or sold where the customer carries it through security. Foam and soft-fill only. This is a spec decision, made before tooling — not a packaging fix.
Red-Flag List: Audit These Statements
When a supplier says this, here is what to check:
- "It's TPR." → Which grade, and who supplies the resin? Unbranded recycled TPR is the root cause of most odour complaints.
- "Soft filling, standard." → Get the material named in writing. "Standard" is not a chemistry.
- "CE available." → Ask to see the current labelling file with the importer fields filled. "Available" and "attached" are different things.
- "We ship in 10 days." → For a cured, batch-tested production order? Confirm the curing schedule, because rush and quick-rising usually travel together.
- "Same as the sample." → Only meaningful if you hold a sealed, batch-numbered golden sample. Ask for one.
Benchmark from enforcement: Glasgow City Council valued the risk avoided at roughly £419,000 across 5,900 seized toys — about £71 per unit, using government estimates. That is the exposure sitting on a cheap purchase order.
What "Compliant" Actually Requires of the Factory
- Written material declaration — skin grade plus named filling, no undisclosed gel or solvent blend.
- Batch traceability — a batch number on the unit, not just the carton. It is what turns a recall into a contained event instead of a full-container write-off.
- Labelling files produced before tooling, not after. Retrofitting labels onto finished production is how spelling errors and missing importer fields reach a shelf.
- Channel-aware construction — gel-free builds for travel and air SKUs, tougher skins for open-shelf retail where handling is constant. See how this scopes on our OEM/ODM squishy manufacturing service page.

Decision Summary
| Decision | Do this |
|---|---|
| Supplier shortlist | Only audited factories that answer the three material questions in writing |
| Spec | No gel for air/travel SKUs; matched skin for open-shelf channels |
| Labelling scope | Files produced and reviewed before tooling; importer fields filled |
| Sample protocol | 3D-printed prototype first, buyer covers sample cost and freight; keep a sealed golden sample |
| Display | Order display-ready quantities (~120–200 pcs across 8–12 designs per counter position) |
FAQ
Which exposure should I fix first?
Chemistry. It has the highest worst-case cost and the cheapest fix — a written material declaration costs nothing and eliminates most seizure risk.
Can I skip the prototype to save time?
You can, and sometimes you will get lucky. A 3D prototype costs a few hundred dollars; a wrong mold costs several thousand plus six weeks. The expected value favours the prototype.
How do I verify a labelling file?
Check for five fields: UKCA/CE mark, manufacturer name and address, importer name and address, batch reference, and age/warning text in the destination language. Missing any one of them makes the file unfit to ship.
Is shrink something a factory can influence?
Indirectly, yes. Order display-ready quantities, tighter price bands and single-unit packaging that survives handling, and the store can supervise instead of lock up — which is what actually protects sell-through in a tactile category.
